Mizoram State Library, under the Art and Culture Department, Govt. of Mizoram, was housed in a rented building since its inception till 2011. A new building was constructed at the New Secretariat Complex, Khatla, Aizawl with the help of grant received under the matching scheme of Raja Rammohun Roy Library Foundation (RRRLF) amounting to Rs. 125 lakh. The National Mission on Libraries facilitates assistance for the upgradation of libraries providing services to the public. An assistance extending to Rs. 100 lakh was availed on matching basis for the extension of the existing library building. Extension work in the west wing of the library commenced in 2015 and was completed in March 2018. The library acquires its book collection through purchase and donation from RRRLF and other libraries. Sample books submitted for book purchase are also treated as donated books. Books are categorized into children’s, reference, general (English and Mizo) and Hindi books. The library houses an internet centre and the following sections: Career Guidance, Hindi, Mizo, Reference and Repography. Free Wi-Fi facility is provided for library users as well. Classification is done using Dewey Decimal Classification 23rd ed. and Library of Congress Subject Heading 32nd ed. is used for assigning subject headings. Collections of souvenirs, newspapers (regional and national), magazines (regional and national), bound volumes of local newspapers, the Mizoram Gazette, Proceedings of the Mizoram Legislative Assembly, audio notes – recorded in MP3 player format to assist in the preparation of competitive examinations- are also available in the library.
